Recipient Verification & Payout Policy

Fishlanthropy Foundation, Inc.


1. Purpose

This policy explains how the Fishlanthropy Foundation (“the Foundation”) verifies recipients and distributes charitable funds in a fair, transparent, and timely manner.

The Foundation’s goal is to get help to people quickly while protecting donors, the community, and the Foundation from fraud, abuse, or misuse of charitable funds.


2. Eligibility for Assistance

To be eligible to receive funds from the Foundation, a recipient must:

  • Submit a valid request through an approved Foundation submission process;

  • Meet the eligibility criteria outlined in the Submission & Eligibility Rules;

  • Be an individual or organization legally eligible to receive charitable assistance under U.S. law; and

  • Pass the applicable verification steps described below.

Submission does not guarantee funding.


3. Verification Process

Verification is tiered to balance speed with responsibility.

Stage 1 – Initial Review

Before any funds are approved, the Foundation may review:

  • The submitted request and supporting information;

  • Category of need (e.g., hardship, emergency, recovery, community assistance);

  • Obvious red flags or prohibited content.

Requests may be rejected at this stage without further review.


Stage 2 – Conditional Approval

If a request passes initial review, it may be:

  • Approved for community voting or recommendation; or

  • Approved directly by the Foundation for time-sensitive assistance.

At this stage, recipients may be asked to provide:

  • A compatible USDC wallet address on Base (or another supported network);

  • Basic identity confirmation (name or pseudonym consistency);

  • Additional clarification related to the request.

Wallet information is not required at submission and may be requested only after conditional approval.


Stage 3 – Final Verification (If Required)

For larger payouts, repeat recipients, or flagged cases, the Foundation may require:

  • Additional identity verification;

  • Proof of circumstances or intended use of funds;

  • Confirmation that the recipient is not subject to sanctions or legal restrictions.

The Foundation reserves the right to decline or delay payment if verification is incomplete or inconsistent.


4. Payout Method

Primary Method

  • Funds are distributed in USDC via blockchain transfer to a verified wallet address.

  • Transfers are executed directly from Foundation-controlled wallets.

Timing

  • Approved payouts are typically sent within 3–7 days of final verification.

  • Emergency or small-amount grants may be sent sooner at the Foundation’s discretion.

Blockchain transaction times may vary and are outside the Foundation’s control.


5. Limits, Frequency & Discretion

The Foundation may impose:

  • Per-recipient payout limits;

  • Frequency limits on assistance;

  • Additional review for repeat requests.

All payouts are made at the sole discretion of the Foundation’s Board or authorized committee, even when community voting or recommendations are used.


6. Prohibited Uses

Funds may not be used for:

  • Illegal activities;

  • Adult content or explicit services;

  • Hate, harassment, or exploitation;

  • Political campaigning;

  • Any use that would violate charitable-use restrictions under IRS rules.

The Foundation may request repayment or bar future participation if funds are misused.


7. No Employment or Compensation Relationship

Recipients of assistance are not employees, contractors, or agents of the Foundation or Fisheez PBC.

Funds are provided as charitable assistance, not wages, compensation, or payment for services.


8. Taxes & Reporting

Recipients are solely responsible for:

  • Any personal tax obligations arising from received funds;

  • Consulting a tax professional if needed.

The Foundation may issue tax reporting documents if required by law.


9. Transparency & Auditability

  • Payouts may be publicly auditable via blockchain transaction records.

  • The Foundation does not disclose private recipient information publicly.


10. Right to Refuse or Revoke

The Foundation reserves the right to:

  • Refuse any request;

  • Cancel or revoke approval before payout;

  • Modify or suspend this program at any time.
