Peacemaker Governance & Charter

(Governing document for certification, conduct, responsibilities, and participation in the Fisheez community dispute-resolution system.)
1. Purpose and Authority
1.1 The Peacemaker Governance & Charter (“Charter”) defines the eligibility, obligations, standards, and procedures for individuals who serve as Peacemakers in the Fisheez dispute and appeal process.
1.2 This Charter is incorporated by reference into:
- The Fisheez Terms of Service;
- The SmartShell Escrow Agreement;
- The Dispute Resolution & Refund Policy; and
- Any category-specific marketplace rules.
1.3 Peacemakers are not employees, contractors, or representatives of Fisheez PBC. They are independent community reviewers who voluntarily participate in a structured governance role.
1.4 All SmartShell outcomes remain controlled by contract code. Peacemakers influence outcomes only through recorded votes; they never possess or control user funds.
2. Role of Peacemakers
2.1 Peacemakers are responsible for reviewing disputes, asking clarifying questions, evaluating evidence, and casting one of two votes:
- Buyer Wins (Backward Refund); or
- Seller Wins (Forward Release).
2.2 Peacemakers must adhere to the standards, ethics, confidentiality, and conduct requirements in this Charter.
2.3 Peacemakers do not:
- mediate or negotiate between the parties;
- issue partial refunds;
- enforce off-platform settlements;
- contact parties outside the case thread; or
- exert any control over SmartShell timers or payments.
- pause, terminate, or intervene in Live Events; they may only review post-event recordings and rule on validity after a shutdown.
3. Eligibility and Certification
3.1 Basic Requirements
To become a Peacemaker, a user must:
- Hold an active Fisheez account in good standing;
- Pass the Peacemaker Certification Test(s) for their assigned level;
- Agree to this Charter; and
- Maintain minimum participation and accuracy standards.
3.2 Certification Levels
Peacemakers may be assigned levels based on dispute complexity:
- Level 1: Standard product disputes and basic reviews
- Level 2: Service-based disputes and mixed-category cases
- Level 3: High-complexity disputes, high-value items, or advanced services
3.3 Advancement
Promotion to a higher level requires:
- Passing the corresponding test;
- Maintaining a sufficient accuracy score;
- Demonstrated consistency and promptness.
3.4 Decertification
Failure to meet accuracy or conduct standards may lead to:
- Temporary suspension;
- Mandatory retraining; or
- Permanent revocation of Peacemaker status.
4. Accuracy and Voting Standards
4.1
Peacemakers must maintain a rolling accuracy score of at least 60% across their last ten (10) completed votes.
4.2
Accuracy is determined by majority consensus:
- A vote aligning with the majority = accurate;
- A vote opposing the majority = inaccurate.
4.3
If a Peacemaker drops below 60% accuracy:
- They are temporarily suspended;
- They must retake the most recent certification test;
- Upon passing, their Peacemaker status is restored.
4.4
New Peacemakers have a grace period covering their first 10 votes.
5. Participation Requirements
5.1 Daily Limits
Peacemakers may participate in:
- Up to 10 disputes per day
- Up to 10 Community Moderation Votes
- Up to five (5) Live Event Review Decisions per day (post-termination validation of Level 1, 2, and 3 events)
5.2
Peacemakers must review all evidence presented in a case, including:
- Written statements
- Images and documents
- Videos
- Clarifications or responses during the Q&A period
5.3
Peacemakers must answer structured questions (if provided) before submitting a vote.
6. Conflicts of Interest
6.1
Peacemakers may not participate in any case where they are:
- The Buyer
- The Seller
- A promoter, reseller, or related party
- A friend, family member, or known associate of either party
- A direct competitor with known conflict
- Financially or personally interested in the outcome
6.2
SmartShell and Fisheez automatically disqualify Peacemakers where conflicts can be detected. Peacemakers must self-disclose any additional conflicts.
6.3
Any vote cast despite a conflict is void.
7. Conduct and Ethics Requirements
Peacemakers must:
- Remain neutral and unbiased
- Treat all parties respectfully
- Avoid assumptions unsupported by evidence
- Use only the evidence presented within the case
- Avoid discriminatory language or conduct
- Maintain confidentiality of all case materials
- Never contact parties outside the Fisheez platform
- Never accept compensation or influence from parties
Violation may result in immediate removal.
8. Evidence Standards
8.1
Peacemakers may consider:
- Written statements
- Photos and documents
- Audio/video submissions
- Proofs of payment, tracking IDs, metadata
- Evidence produced during an Extension Review Window
8.2
Peacemakers may not consider:
- Off-platform conversations
- Social media posts
- Rumors, assumptions, or external research
- Private information not submitted as evidence
8.3
Any outside settlement may be submitted as evidence but does not modify SmartShell’s binary outcomes.
9. Voting Procedures
9.1
Votes are cast during the Voting Window only. Votes may be changed until the window closes.
9.2
Each dispute requires 3–9 valid votes.
More than nine (9) votes are not permitted.
9.3
Peacemakers vote on exactly two outcomes:
- Buyer Wins (full refund)
- Seller Wins (full release)
9.4
No partial or conditional outcomes exist.
10. Special Role in Extensions
10.1
Peacemakers do not approve or deny extensions.
10.2
Peacemakers may only:
- Review performance during an Extension Review Window
- Vote on the binary outcome if Buyer alleges non-performance
10.3
Extensions may occur only:
- By mutual agreement of Buyer and Seller, or
- As Pre-Dispute Extensions approved before a dispute is filed
- Never by Peacemaker authority
11. Content Moderation Voting (Flagged Content Review)
11.1 Purpose
Peacemakers also participate in the moderation system described in Terms of Service §6.11. They evaluate flagged listings, messages, images, and content to determine whether they violate platform policies.
Peacemakers also review live-event violations escalated under the Live Event Moderation Rules (§14.7). Their role is to validate or overturn event terminations triggered by matching reports, and to recommend whether host restrictions should continue or be lifted.
11.2 Moderation Queue Trigger
Content enters the Peacemaker Review Queue when flagged by a verified user for:
- Illegal content
- Hate speech
- Graphic or sensitive media
- Fraud or accuracy concerns
- Copyright/IP violations
- Other Terms of Service violations
Illegal content may be hidden immediately but still requires Peacemaker review.
11.3 Voting Options
Each Peacemaker votes to:
- Keep
- Require Edits / Blur
- Remove
These are the only three possible outcomes.
11.4 Voting Requirements
A valid moderation outcome requires:
- a minimum of three (3) Peacemaker votes,
- a maximum of nine (9) votes.
Peacemakers may participate in up to ten (10) moderation reviews per calendar day.
If fewer than three votes are cast, the system escalates to a secondary review window.
If still unresolved, Fisheez may act only to comply with legal obligations.
11.5 Creator Response Window
The content creator has 24 hours to correct, clarify, or respond before voting finalizes.
11.6 Appeals
One appeal is allowed.
A new Peacemaker panel conducts the appeal review; the decision is final.
11.7 Conflicts of Interest
Peacemakers may NOT vote if they:
- Created the content
- Are involved in the listing or transaction
- Flagged the content themselves
- Have a personal/financial relationship with participants
- Stand to gain from the outcome
Any vote cast despite a conflict is void.
11.8 Accuracy Tracking
Moderation votes count toward accuracy.
- Vote with majority → accurate
- Vote against majority → inaccurate
11.9 Prohibited Conduct
Peacemakers may not:
- Apply personal/political bias
- Retaliate
- Coordinate votes privately
- Share case materials
- Influence others outside the review interface
Violations result in suspension or removal.
11.10 Transparency and Logging
Moderation decisions are logged internally.
Peacemaker identities remain confidential.
12. Suspension and Removal
12.1
Peacemakers may be suspended or removed for:
- Dropping below accuracy thresholds
- Ethics violations
- Harassment or misconduct
- Bias or retaliation
- Conflicts of interest
- Abandoning votes
- Misuse of private information
- Attempting to influence parties or other Peacemakers
12.2
Suspension may require retesting before reinstatement.
12.3
Severe violations may result in permanent removal.
13. Pearl Rewards and Incentives
13.1 Pearl Rewards
- Level 1 dispute: +5 Pearls
- Level 2 dispute: +10 Pearls
- Level 3 dispute: +20 Pearls
- Moderation Votes: Each valid moderation vote awards three (3) Pearls, subject to the daily limits defined in §11.4.
13.2 Accuracy Bonuses & Penalties
- Voting with majority → bonus Pearls
- Voting against majority → Pearl deduction
13.3 Pearls are non-monetary and grant platform perks only.
14. Training & Certification Maintenance
14.1
Peacemakers must pass certification exams to join or advance levels.
14.2
Annual or periodic recertification may be required.
14.3
Updated training materials may be issued at any time.
15. Confidentiality
15.1
Peacemakers must keep all case materials confidential and must not:
- Screenshot
- Save images
- Share data externally
- Discuss case details outside the platform
15.2
Violations result in immediate removal.
16. Reporting Misconduct
16.1
Peacemakers may report:
- User misconduct
- Other Peacemakers’ misconduct
- Abuse of the system
- Safety concerns
16.2
Fisheez may investigate and take action consistent with this Charter.
17. Modification of Charter
17.1
Fisheez may amend this Charter when necessary.
17.2
Material changes are communicated to active Peacemakers.
17.3
Continued participation constitutes acceptance of revisions.
18. Acceptance
18.1
By participating as a Peacemaker, a user acknowledges and agrees to:
- This Charter
- All related Fisheez agreements
- The non-custodial nature of SmartShell
- Their independent, volunteer role
18.2
Users who do not agree must stop participating immediately.
